The license plates are sold per state covering the years listed, they are printed on photo paper for thickness and each state package has enough license plates for at least  20 vehicles (2 plates per vehicle) except where noted.When the year is stated 1960- present you will receive 1 set of license plates for each year starting from 1960and every year there was a license plate change, some states did not change their plates for many years.
